Ecco,
Although it technically takes 12 months for a hair transplant to mature, you should see a significant amount of growth by 9.5 months. I think the best thing you can do is wait the last few months and then see your surgeon again and discuss what he/she thinks happened and what options are available.

I'm not sure if it is the answer you're looking for, but you may want to consider a repair procedure. At this point in time, I think consulting with some physicians who specialize in repairing these types of procedures might be a good place to start.
