I'm not sure of any great surgeons there...I do know that @Dr Blake Bloxhamhas an office in Philadelphia. He's consistently putting out awesome results and is a highly recommended and ethical surgeon

In Chicago you have some great options, including @Dr. Raymond Konior. I know Dr. Konior has worked on some high Norwood cases

Would I be a good FUE candidate?

You're definitely a candidate for FUE. But an FUT would probably be better since as @JohnAC71mentioned, you can get more lifetime grafts that route. Many people are leery of the FUT linear scar. But if you go to a highly skilled surgeon, that scar is basically invisible. @Dr Blake Bloxhamdoes excellent work and his FUT scars are basically invisible. I would definitely consult with him -

I do not know anything about this surgeon. However, you need to consult with @DrTBarghouthiwho is located nearby in Amman, Jordan. His results are consistently superb and he has the highest ethical standards. -

Did your hair loss at least stabilize on finasteride and minoxidil? It’s especially important for you to be on medications since you’re on testosterone replacement therapy

Not necessarily: https://onlinelibrary.wiley.com/doi/full/10.2164/jandrol.109.009381 "In summary, a 1‐mg dose of finasteride does not appear to adversely affect spermatogenesis. In addition, the level present in the ejaculate of patients taking 1 mg appears to be negligible. Thus, there does not appear to be any need to stop 1 mg of finasteride in those patients trying to conceive or in those whose partners are pregnant." As always, talk to your doctor.
