I sometimes use FotoFlexer, and I believe they have blur function, but they call it distort. You don't have to even join. Just hit "upload photo" and get started doing edits & then save them to your computer. FotoFlexer is the old PhotoBucket editor before they ruined PhotoBucket edit function. If you are wondering how you to use then these are very simple and are free. I know about one that is names as photoshop online free that is am using since the last few months. You can use online photoshop like free editor that would be great for you as you can do almost any type of basic to some advanced manipulation in your photos. I used to use PhotoBucket....it was great for the average user because you could add a URL and edit images all on the same site. However the changes PhotoBucket made a couple of years ago make that site clunky and not as user friendly as it used to be. It seems harder to find a site where you can add a URL to an image and get a "true direct link" url. firegirl Posted October 5, 2018 Share Posted October 5, 2018 (edited) Almost every photo editor has a blurring feature. But here is the on one that I use on my cell phone. The main thing why I like it is that you can edit your photos just with tapping the screen of your Android device. It can be installed on IOs as well.
