Fear of cutting thinning hair any longer

Is it true that if you have largely thinned out hair, does cutting them short might mean they never grow back that long again. For this fear, I am not cutting my thinned out hair much now, just keeping their length as it is and trying to hold them for as long as possible? Can someone tell me if cutting them short is safe, will they grow back long again?

Cutting, shaving, etc, your hair has no effect on it miniaturizing at all.

I was asking right now I have long miniatutised hair, if I cut them short, will they be able to get to where they are now again.Probably not, because growth is very very slow
