Do prices include VAT? (Dr. Feriduni)

I received a quote from Dr. Feriduni.

I am a little shocked at the addition of VAT as I thought all that was included.

 

Do most clinics include VAT in their price per graft?

I know none of the top Belgian Drs ( Bisanga, Feriduni, Mwamba, DeVroyes) have vat included in their graft price but I believe DeVroyes pays half your vat. At least I remember reading something like that in his consult with me and I spoke to one dr who said if you get your derm to write up that you need a hair transplant they would waive the vat but I don't know how likely it is to get your derm to write you up a prescription for a transplant.
