When the follicles are implanted, the trauma likely induces telogen cycling and the follicles rest for 3-4 months. Because of this, the results of a hair transplant procedure don't start to grow until month 3 (roughly). In some instances, I suppose reduced trauma/stress could allow implanted follicles to remain in the anagen (or growth phase), and these would (in theory) continuing growing after implantation. However, either way, both follicles will eventually achieve normal cycling and produce terminal hairs. Whether or not several of them stay in the anagen phase from the beginning should not affect the final result (when all follicles reach normal cycling). What's more, the vast majority should enter an initial telogen state and "wake up" after approximately 3 months.
