does heat can damage to the root of the hair?

like if i curl my hair twice a week for a year and my hair, say, looks really bad and is completely damaged, if i shave my hair, will the new hair that grows be healthy and as if i didnt curl my hair?

If you burnt your hair, the hair that grows afterwards should grow not burnt or damaged (obviously). Damaging your outside hair has no impact in your follicle health, it is very deep under your skin attached to your blood supply and that is ultimately what dictates follicles health. Shaving doesn't really accomplish anything other than "syncronizing" all your hair on the same starting point.

The actual hair follicle is buried below the skins dermis, and so you should be safe but it is very possible to damage hair with excessive heat etc. and that's why the hair may need to be cut down eventually to allow it to refresh as it grows out and gets longer again but there's usually no permanent damage imo.
