Yes, its normal for just a few to start. It sounds like you have some early growth. The grow will happen in phases and will gradually begin to fill in starting between three and four months post-op. During this time, it's quite common for one side of the hairline to develop before the other. For this reason, it is advised that patients refrain from evaluating their results until one full year has passes. Good luck and happy growing!
