Wait till 25 and see if you're confident with your appearance and will have a good idea if finasteride is working and what pattern of hair loss you have, then if you are still insecure about your appearance and not satisfied with a shaved head or receding hairline you can go forward with a hair transplant, in six years you'll be much more full of life experience and perspective and i advise strongly against pursuing surgery before that age; besides by the time you are 25 new technology might exist. So in conclusion get on finasteride, adopt a hair cut you like and live your life, keep tabs on the effectiveness of the drug and then at 25 pursue transplants if you still want it. The only thing I would add is to consider using both minoxidil and finasteride. Propecia (finasteride) and Rogaine (minoxidil), when used in combination, are considered the best medical treatment currently available for male pattern balding. Of course, before starting any medical treatment it's best to consult with a physician. For your hair loss, I recommend seeing a dermatologist.
