If hair can be transplanted on top of scars, then scalp microneedling is safe?

I've seen posts on this forum about users getting a hair transplants on top of FUE scars. I've also read the concern people have about microneedling the scalp is causing scar tissue on the scalp and making it difficult to transplant hairs.

So if doctors can do a hair transplant on top of an FUE scar, why does it matter if microneedling may cause micro scars on the scalp?
