After a certain point, I would think all new growth has basically taken place and at that point it becomes the follicles maturing and thickening up. The general answer could be that new transplanted hairs could sprout at any given time but, is there a rough cut off point in which one could not expect to see any appreciable new growth of transplanted hairs?
