How short do you think you can have your hair and get away with using a concealer? thanks.

I have quite a wide, low scar which I hope to get revised at some time. Has anybody ever buzzed there hair short (not mega short or shaved) and concealed the scar with make up? Just wondering if Couvre or Toppik would help to conceal the scar? thanks.
