Once a slow grower always a slow grower?

I was reading this: 

And I couldn’t avoid asking myself if people that are “slow growers” (and had multiple HTs) experienced the same growing rate throughout all procedures?

Also, on the other hand, if a person has really strong and fast hair growing (before HT) does that means they will most likely get faster results after the HT?

I just think it’s an interesting topic and wanted to hear more opinions.
