I would guess that it's a hangover from the effects of the finasteride and your body still hasn't normalised, simply because some people take a while/never fully recover, and it is more known for causing ED than Rogaine it. But everyone is different, it could be the Rogaine.

Minoxidil works by improving blood flow to the area in which it's applied. Apply it to your scalp and it can potentially improve hair density and increase the rate of growth. As such, there's no reason minoxidil shouldn't work for a receding hairline.

Finasteride and minoxidil primarily are used to help slow down the loss. Applying minoxidil to the temples can be done. However have realistic expectations as to how much growth you will get. Finasteride and minoxidil primarily are used to help slow down the loss.
