would you say balding patterns are inherited in a complete dominant or a rather incomplete dominant way

not sure if i put it right however consider the following example 

 

imagine one parent  comes from a family where all males are norwood 1 while the other parent comes from a family where all males are norwood 7

would the son of those people more likely to end up either norwood 1/norwood 7 (dominant) or rather some norwood stages in between (norwood 2-6) (incomplete dominance)
