Why some transplanted follicles take so long?

I understand the general 100 days resting cycle, and hairs after trauma entering it.  That said, is the mechanism that keeps certain follicles dormant for over a year understood?  Why do some transplanted follicles take so long to enter the growth phase?

 

One would think that after 3-4 months, all would be entering the growth phase by then, but that is never the case.

It's really difficult to say but apparently Dr Arika Bansal on a YouTube video for the Eugenix channel said that transplanted hair usually grow on the same Anagen cycle and then after about 15 month or so, de-synchronise and that's why density can look like its fallen. 

I mean, it sucks how hair loss affects us but apparently even areas that look slick bald on the outside, the dermal papilla is apparently still there but just so weak and attacked by DHT it doesn't sprout anymore. They say "Oh, if a hairs attacked by over 50% miniaturisation" then it never returns. However, recent observations of transgender people and their hormone blockers, estrogen boosters etc. have actually shown them regain near enough a full head of hair from slick bald. 

So there's clearly hair there, just needing to be revitalised. If they could do that for men without having to use the above method, it would likely be a multi-billion dollar breakthrough for the company and replace the issues of side affects for those unable to use Finasteride etc.
