Every morning before work, I get out of the shower, dry my hair, apply rogaine. I was considering trying out toppik. However I really dont have an hour to kill to wait for the rogaine to dry. Can i apply toppik if my hair is still a little wet from the rogaine? And will it work or does my hair have to be totally dry?

your hair needs to be dry ,why dont you blow dry your hair when you apply the rogaine.
its much better if you have someone to apply the toppik for you,then a quick squirt of hairspray to hold in place
